Short answer: Choose a Facebook Ads agency that works inside your own business portfolio. In Meta Business Suite you give it partner access to your ad account and Page, you choose the level of access, and the assets stay yours. A Meta Business Partner badge is one more signal to check before you hire.
Keep the ad account in your name
A business portfolio gathers a company’s Pages, Instagram accounts and other assets so they are managed in one place. Meta lets you share those assets, such as Pages or ad accounts, with a partner like an agency through Meta Business Suite.
You need full control of your business portfolio to add a partner, and the agency needs its own business portfolio and has to give you its ID. Even with full control, a partner can’t pass your asset on to another business; that right stays with the owner. Our Business Manager guide shows how a portfolio is set up.
| What to check | Why it matters | Where to see it |
|---|---|---|
| The ad account is in your business portfolio | Only the owner can share an asset with another business | Meta Business Suite settings |
| The agency has partner access | You choose the assets and the level of access | Settings, Partners |
| Each permission matches a task | Fewer permissions keep your assets more secure | Settings, people and partners |

Limit what the agency can do
Meta has two levels of access for business portfolios and their assets. Full access is the highest level people can have; partial access limits them to the assets or tasks they were assigned. Meta says giving people only the permissions they need helps keep your portfolio and assets more secure, and you can change permissions at any time.
Finance access is separate: people with it can view or manage financial information such as transactions and invoices. When you add a person to your business portfolio, Meta also lets you give temporary access, basic only, from 3 to 75 days. Our guide to adding a Page admin covers access for individual people.
What the Meta Business Partner badge means
Meta Business Partners are companies in Meta’s partner program, and those who qualify get a Meta Business Partner badge. Meta says eligibility varies by solution type and is typically a combination of the quantity and quality of a company’s work across Facebook, Instagram and Messenger.
Partners get training and support from Meta, and the program can help them earn Meta certifications. The badge is a useful signal, though an agency without it can still do good work: ask to see its results either way.
Questions to ask the agency
Ask who will run your ads day to day, what they will report and how often, and how they will measure results. Ask how they will measure conversions; our Meta pixel guide explains the tools.
Ask what happens to your account if you stop working together. With partner access, the answer should be simple: you remove the partner and keep your assets. Our guide to hiring a Google Ads expert covers the same questions for Google.

Quick answers about hiring a Facebook Ads agency
Should I give my Facebook Ads agency my password?
There’s no need. Meta lets you share business assets, such as Pages or ad accounts, with a partner through Meta Business Suite. The agency uses its own business portfolio, and you choose which assets it gets and with what level of access.
Who owns the ad account when an agency runs it?
The organization that owns the asset. Meta says a partner with full control can manage everything but can’t share the asset with another business; only the owner can. That is why the ad account belongs in your own business portfolio.
What is a Meta Business Partner?
A company in Meta’s partner program. Meta says those who qualify get a Meta Business Partner badge. Eligibility varies by solution type and usually combines the quantity and quality of the company’s work on Facebook, Instagram and Messenger.
What is the difference between full and partial access?
Full access is the highest level people can have. Partial access limits them to the assets or tasks they were assigned. Meta says giving people only the permissions they need helps keep your business portfolio and assets more secure.
Can I remove an agency later?
Yes. Meta says you can change someone’s permissions for a business portfolio or asset at any time, and you can remove a partner from your business portfolio in its settings. The assets stay in your portfolio.
