Short answer: Meta charges the WhatsApp Business API per delivered message, by category and by the country of the person who gets it. For US numbers, from October 1, 2026, marketing messages cost $25.00 per 1,000, and utility, authentication and service messages $3.40 per 1,000. Messages people send you are free, and so are the first 1,000 service messages each month on every business number. Providers can add their own fees.
How Meta charges for WhatsApp messages
Since July 1, 2025, Meta charges per message, not per conversation. It charges only for messages a business sends, and only when they are delivered. What a message costs depends on its category and on the country of the phone number that receives it.
There are four categories a small business uses: marketing, utility, authentication and service. The first three are templates, messages Meta approves in advance, and they are the only way to start a conversation. Service messages are free-form replies, and you can only send them in the 24-hour customer service window that opens each time a customer writes to you.
What each message costs in the United States
These are Meta’s list rates for a US number, effective October 1, 2026. Meta publishes them in fractions of a cent; we show them per 1,000 messages.
| Message category | What it is for | Per 1,000 messages |
|---|---|---|
| Marketing | Offers, launches, reminders to come back | $25.00 |
| Utility | Order updates, appointment reminders, payments | $3.40 |
| Authentication | One-time codes to log in or confirm | $3.40 |
| Service | Replies inside the 24-hour customer service window, after the first 1,000 a month | $3.40 |

Only utility and authentication messages get volume discounts, and for US numbers they start above 80,000 utility messages a month and 100,000 authentication messages. Meta also sells its own AI agent for WhatsApp, the Meta Business Agent, at $2.00 per million tokens. Meta says a message usually takes 20,000 to 25,000 tokens, about 4 to 5 cents each.
Messages to customers in other countries
The rate follows the customer’s phone number, not where your business is. If a customer in Miami has a Mexican number, the message is charged at Mexico’s rate.
| Customer’s number in | Marketing, per 1,000 | Utility, per 1,000 |
|---|---|---|
| United States | $25.00 | $3.40 |
| Mexico | $39.70 | $8.50 |
| Colombia | $12.50 | $0.80 |
| Rest of Latin America | $74.00 | $11.30 |
| Spain | $70.70 | $20.00 |

When Meta doesn’t charge
- Messages people send you. Meta charges only for messages from a business to a person.
- The first 1,000 service messages a month. Each business phone number gets 1,000 free service messages a month. They don’t roll over, and from the 1,001st Meta charges the service rate.
- The free entry point window. It starts when someone messages you from an ad that clicks to WhatsApp and you reply in the customer service window. Meta then opens a window of up to 7 days, and while it is open marketing, utility, authentication and service messages are free. Meta’s AI agent is still charged.
Service messages were free until September 30, 2026; Meta started charging them again on October 1, with the 1,000 free a month. WhatsApp’s business website still says service messages are free and that the ad window lasts 72 hours. Meta’s developer documentation, updated September 30, 2026, gives the current rules. If you run ads that click to WhatsApp, our guide on how to run Facebook ads covers the setup.
Three examples for a small business
All three use US numbers and Meta’s list rates, before any provider fee:
- A clinic sends 600 appointment reminders in a month, as utility messages: $2.04.
- A store sends one promotion to 2,000 customers, as a marketing message: $50.00.
- A business answers 1,500 customer messages in a month from one number: the first 1,000 replies are free, and the other 500 cost $1.70.
For most small businesses, marketing messages are where the bill grows. Reminders and replies stay small.
How many people you can message
Meta also limits how many different people a business can reach outside the customer service window, in any 24 hours. A new business portfolio starts at 250. Verifying your business, or sending 2,000 high-quality template messages in 30 days, can raise it to 2,000. After that, Meta raises it on its own to 10,000, 100,000 and then no limit. It does so while your messages keep a high quality rating and you used at least half of your limit in the last 7 days.
What you need to start
Through Meta’s Cloud API you need a Facebook account or a managed Meta account and a Meta app with the WhatsApp use case. You also need a business portfolio and a phone number for the business. Meta’s setup lets you send a test message to your own phone before you connect any software.
Providers such as inbox and chatbot platforms run on the same API and add their own fees. Ask for two prices in writing: Meta’s message rates, which the provider usually passes on, and the provider’s own fee. If you want the assistant built and run for you, see our automation service.
Before you budget
- Count your messages by category: marketing, utility, authentication and service.
- Check the countries of your customers’ numbers, not of your business.
- Subtract the 1,000 free service messages a month for each business number.
- If you run ads that click to WhatsApp, count the replies inside the 7-day free window.
- Add the provider’s fee, if you use one.
- Check the date on Meta’s rate card: Meta updates its rates on a published calendar.
RememberMeta charges per delivered message, by category and by the customer’s country. For US numbers: $25.00 per 1,000 marketing messages and $3.40 per 1,000 utility, authentication or service messages. Messages people send you are free, and so are 1,000 service messages a month per number.
